Lulzim Spahiu was convicted for participating in a hostage-taking in 1999 during which the victim was assaulted, threatened and locked in the crawl space under the floor of a house in Emmen/NL. Six months later, he intentionally deprived his then girlfriend of her liberty by locking her in the crawl space of a house in Buren/NL. She was also assaulted.
In 2001, Spahiu was released to await the judgment of his case in freedom. He became a fugitive in June 2004, at the moment when his conviction – and sentence to approximately 4.5 years of imprisonment – became final. Taking into account his credit for pre-trial detention, he still has to serve approximately 3.5 years.
Lulzim Spahiu is also known as Hazir Spahija, or by his nickname Smokey. The images of Spahiu were taken in 2000. It is likely that his appearance has changed to some extent since then.
Possible whereabouts
Spahiu was born in Yugoslavia and is currently probably in Albania or Kosovo. There are no legal options for extradition from either country. This has allowed him to remain a fugitive for nearly twenty years now.
